Maintaining strong ecosystem visibility, participation, and coordination infrastructure during difficult market cycles is critical for long-term ecosystem resilience and growth.

The proposal is not intended to create a new initiative from scratch, but rather to expand and strengthen an already proven platform with a multi-year track record of execution and ecosystem impact. Rare Evo 2026 will occur regardless of treasury funding; however, this proposal allows the Cardano ecosystem to substantially expand its presence, accessibility, participation, and strategic industry outreach through a highly leveraged and already operational event infrastructure.

Rare Network is requesting ₳2,750,000 based on a $0.24 value for $660,000 budget from the Cardano treasury. This will cover two sponsorship packages for Cardano. One sponsorship for Rare Evo 2026 as the title sponsorship and a second title sponsorship for Cardano Dev Gov Day 2026.

Rare Network has been active in the Cardano ecosystem since 2020, beginning with the launch of the RARE stake pool and evolving into one of the most consistent producers of Cardano-focused community building and ecosystem growth events, activations, and ecosystem media. Over the past half decade, the organization has built extensive operational infrastructure, industry relationships, and community trust through the successful execution of conferences, governance initiatives, side events, ecosystem showcases, and global blockchain activations.

The team is the creator and operator of Rare Evo, one of the largest independently operated Cardano community-led conferences, held annually for five consecutive years. What began as a grassroots ecosystem initiative has grown into a major North American blockchain conference that brings together developers, founders, enterprises, investors, governance participants, creators, media, and community members from across the digital asset industry.

Rare Evo has consistently provided a highly visible platform for Cardano ecosystem participation while simultaneously introducing external blockchain communities, enterprises, and developers to Cardano technology, governance, and ecosystem projects within a broader multi-chain environment.

The conference has hosted major Cardano ecosystem participants, including leadership from organizations such as PENTAD, while also creating accessible opportunities for startups and community projects through discounted or complimentary booths, sponsorships, speaking opportunities, workshops, and ecosystem networking activations. Recent editions of Rare Evo have featured more than 70 exhibitor booths, multiple stages, livestream production, technical workshops, industry panels, networking experiences, and large-scale community activations.

In 2025, the team launched the first Cardano Dev Gov Day, a dedicated Cardanofocused technical and governance event held ahead of Rare Evo. The event was intentionally designed as a free and publicly accessible community coordination platform with no requirement to hold a Rare Evo conference ticket. Cardano Dev Gov Day successfully brought together developers, governance contributors, ecosystem organizations, and community members for a full day of workshops, panels, networking, and ecosystem collaboration. The inaugural event welcomed approximately 500 attendees and featured a keynote from Charles Hoskinson alongside governance discussions, technical education, ecosystem workshops, and community-building activities.

Beyond Rare Evo itself, the organization has maintained active involvement in Cardano governance and ecosystem growth initiatives. Team members participated in the formation of Intersect's Growth & Marketing Committee and have contributed to governance workshops and ecosystem coordination efforts internationally, including activations across North America, Europe, and Asia. ## **Work Package 1 — Cardano Dev Gov Day & Rare Evo 2026 Sponsorship**

This Work Package covers the execution and expansion of Cardano ecosystem participation, branding, programming, community access, and industry visibility through Rare Dev Gov Day and Rare Evo 2026 at ARIA Las Vegas from July 28–31, 2026.

This positions the Cardano ecosystem as the title sponsor of the Rare Evo 2026 main stage and global livestream while also supporting the second annual Rare Dev Gov Day, a dedicated Cardano-focused technical, governance, and community coordination event occurring ahead of the main conference.

Core activities within this Work Package include:

- production and operation of Rare Dev Gov Day
- Cardano-focused programming and workshops
- governance and technical education sessions
- livestream production and media distribution
- ecosystem networking activations
- startup and project showcase opportunities
- industry outreach and cross-chain engagement
- media sponsorship coordination to facilitate interviews, project coverage, podcasts, livestream appearances, and ecosystem storytelling featuring projects and contributors throughout the conference
- and large-scale community coordination activities throughout the conference week

The Work Package also expands ecosystem accessibility and participation by providing:

- free General Admission access for the Cardano community
- complimentary booth opportunities for selected Cardano ecosystem projects
- travel and lodging support for participating contributors
- and expanded opportunities for ecosystem organizations to host workshops, panels demonstrations, and networking events

Key deliverables include:

- execution of Rare Dev Gov Day 2026
- execution of Rare Evo 2026
- Cardano title sponsorship branding and livestream integration
- dedicated Cardano ecosystem programming
- ecosystem booths and activations
- technical and governance workshops
- coordinated media sponsorships and project interview opportunities

Additionally, this work package includes funds allocated for audits, legal, and tax withholdings, in relation to the overall production/sponsorship budget. Lastly, funds will be reserved for a 2027 down payment for Dev Gov Day III.

The Work Package intends to achieve the following objectives:

#### **Objective 1 — Expand Cardano Ecosystem Visibility**

Increase Cardano’s visibility across the broader blockchain industry by positioning the ecosystem prominently within one of North America’s largest independently operated multi-chain blockchain conferences.

#### **Objective 2 — Strengthen Governance Participation**

Create accessible opportunities for DReps, SPOs, developers, governance contributors, and community members to collaborate through governance workshops, technical discussions, and ecosystem coordination activities at Cardano Dev Gov Day.

#### **Objective 3 — Improve Ecosystem Accessibility**

Lower participation barriers for community members and ecosystem projects through free conference access, complimentary booth opportunities, livestream access, and contributor travel assistance.

#### **Objective 4 — Support Ecosystem Project Growth**

Provide startups, builders, and ecosystem organizations with increased exposure, networking opportunities, media coverage, and direct engagement with developers, enterprises, investors, and the broader blockchain industry.

#### **Objective 5 — Increase Developer & Enterprise Engagement**

Strengthen opportunities for developer onboarding, enterprise outreach, business development, and cross-ecosystem collaboration through workshops, networking events, media partnerships, and conference programming.

#### **Objective 6 — Preserve Proven Ecosystem Infrastructure**

Strengthen and sustain an already operational community-led ecosystem platform with a multi-year track record of execution, industry reach, and ecosystem impact.

This Work Package strengthens Cardano’s ecosystem presence, accessibility, governance participation, and industry visibility through an already established platform with a proven operational history and existing global reach.

Rare Evo has become one of the ecosystem’s most visible community-led industry events, helping position Cardano prominently within broader blockchain conversations while creating opportunities for developers, startups, governance participants, enterprises, creators, investors, and community members to connect in person.

The proposal delivers value by:

- increasing exposure for Cardano ecosystem projects
- 20% of all VIP tickets sales will be returned to the treasury (current retail value of VIP ticket is $900)
- expanding governance and technical education opportunities
- improving access for community participants
- strengthening ecosystem collaboration
- and increasing Cardano representation across global blockchain media and livestream distribution

The Work Package also creates value through direct ecosystem accessibility initiatives, including:

## **Contract Management**

A written off-chain Legal Contract will be created between Rare Network and the Cardano Development Holdings (CDH), as mandated by the constitution, and will be administered by Intersect. This will include details of the project delivery schedule and dispute resolution.

## **Project Delivery**

All milestones, acceptance criteria, payment amounts and expected delivery dates will be agreed between Rare Network and Intersect, acting on behalf of the CDH. Rare Network will deliver according to the agreed-upon project schedule within the Legal Contract, of which the necessary information will be made public via the budget management platform via transaction metadata. Defined by the milestones within a Legal Contract, Rare Network will submit and attest milestone acceptance to the community, Intersect or 3rd Party Assurer. Project progress will be monitored via Intersect's delivery assurance function which will be communicated to the community. Acceptance of the above work is expected to be supported by a 3rd Party Assurer, who will be responsible for reviewing and signing off the work completed at each project milestone against the corresponding milestone deliverables detailed within the Legal Contract.

## **Budget Management Tooling**

To administrate treasury funds on-chain, Intersect will utilize the treasury management smart contract framework developed by Sundae Labs. The smart contracts have been extensively tested including audits from TxPipe and MLabs. Intersect will utilize a single Treasury Reserve Smart Contract (TRSC), with many Project-Specific Smart Contracts (PSSC), managed by Intersect. Intersect's management consists of three 'admin' and two Intersect 'leadership' roles. An Oversight Committee consisting of five external, independent third-party entities (Sundae Labs, Cardano Foundation, Dquadrant, Xerberus and NMKR) will provide checks and balances on Intersect and safeguard against errors and unilateral control. ## **Net Change Limit Compliance**

The requested amount does not at time of submission, on its own or in aggregate, breach the applicable 350M Net Change Limit covering Epoch 613 to Epoch 713. In accordance with the guardrail TREASURY-02a, this withdrawal does not exceed the NCL at the time of submission.

## **Audit & Oversight**

Audit and oversight costs are included within the overhead applied to this proposal. The Intersect administration fee covers administrative oversight and is reflected within the cost of this proposal. Independent oversight will be provided through Intersect, including reporting obligations and milestone-based disbursement controls.

## **Refund Conditions**

All funds not utilized will be returned to the Cardano Treasury. A final reconciliation will be published as part of the oversight reporting cycle. In the case of a force majeure (act of war, terrorism, pandemic, natural disaster, etc.) were to require either event to be canceled, funds would be utilized to fund a rescheduled event at best and at worst if canceled completely, then any unused recovered funds would return to the treasury. In addition, 20% of revenue from all VIP ticket sales will be returned to the treasury.
